Policy framework for Bantuan Warga Emas

BWE operates under the administrative authority of JKM as part of the Dasar Warga Emas Negara (National Policy for Older Persons, 2011 revision) and its accompanying Pelan Tindakan Warga Emas Negara. The Ministry of Women, Family and Community Development (Kementerian Pembangunan Wanita, Keluarga dan Masyarakat, KPWKM) oversees the scheme, with rates and eligibility revised periodically through ministerial directives.

BWE is not codified in a dedicated act. The Akta Penjagaan Ibu Bapa (Parental Care Bill), which would have given the policy legal teeth, remains a proposed bill in Parliament as of mid-2026. Until enactment, JKM operates BWE through administrative procedures, not statutory entitlement.

Eligibility criteria

To qualify for BWE in 2026, applicants must meet all of the following:

  • Citizenship and residency: Malaysian citizen, residing in Malaysia.
  • Age: 60 years and above at the date of application.
  • Income: Household income below the current PGK Miskin (Poverty Line Income), measured by total household earnings divided by household size. Specific thresholds are revised yearly by the Department of Statistics Malaysia (DOSM).
  • Residence status: Not residing in a JKM-operated institution or registered daycare centre (residents of those facilities receive separate in-kind support).

Seniors who live alone without family support remain eligible even if extended family income would exceed PGK, provided the senior themselves has no monthly income and is not supported by household members.

Required documents

Prepare these documents before applying online or visiting PKMD:

  1. Photocopy of applicant's MyKad (front and back).
  2. Photocopy of MyKad of all household members residing with the applicant.
  3. Income verification: either an employer's salary statement (if any household member is employed), or a Pengesahan Pendapatan letter from the Penghulu, Ketua Kampung, JPKK, MPKK, or a Pesuruhjaya Sumpah (Commissioner for Oaths) for self-employed or no-income cases.
  4. Photocopy of a recent utility bill addressed to the applicant's residence (proof of address).
  5. Photocopy of the applicant's most recent bank statement (for payment crediting).

Witness signatures are not required. Documents must reach JKM within 10 working days of online submission, otherwise the application is auto-cancelled and the applicant must restart.

How to apply online via eBantuanJKM

  1. Visit ebantuanjkm.jkm.gov.my from any browser.
  2. Register an account using the applicant's MyKad number and active phone number (one-time process for new users).
  3. Verify the account via the SMS OTP sent to the registered phone number.
  4. Log in and select Bantuan Warga Emas (BWE) from the application menu.
  5. Complete the application form: personal details, household income breakdown, dependants, bank account number for crediting.
  6. Upload scanned copies of the required documents (PDF or JPG, maximum 2 MB per file).
  7. Submit the application and note the reference number for follow-up.

How to apply in person at PKMD

If the applicant prefers not to use the online portal (common for unsupported seniors without internet access), they may walk in to the nearest Pejabat Kebajikan Masyarakat Daerah:

  1. Locate the nearest PKMD via the JKM website's office directory.
  2. Bring all original documents plus one photocopy of each.
  3. Collect Borang Permohonan Bantuan Warga Emas from the counter.
  4. Complete the form with the assistance of the front-desk officer if needed.
  5. Submit the form together with the photocopies. The original MyKad is returned after verification.
  6. Note the application reference number for status checks.

Processing time and payment

After complete documentation reaches JKM, decision turnaround is typically 14-30 working days. A Pegawai Kebajikan Masyarakat (PKM, social welfare officer) usually conducts a home visit within 4-8 weeks to verify residential and income circumstances before final approval.

The first BWE payment is credited 1-3 months after approval, depending on the bank crediting cycle. Subsequent payments are made in the first week of each month, directly into the applicant's nominated bank account.

Adjacent benefits and complementary schemes

Senior citizens who qualify for BWE may also qualify for other federal and state-level benefits running in parallel:

  • STR Warga Emas Bujang: eligible single seniors aged 60+ with household income ≤ RM5,000 receive RM600 per year through Sumbangan Tunai Rahmah (paid in four phases) plus RM600 per year through SARA via MyKad, totalling RM1,200 per year. See our STR 2026 payment schedule for full details.
  • MADANI Medical Scheme: administered by the Ministry of Health, this is the named scheme for subsidised primary care at participating clinics, replacing earlier ad-hoc senior medical aid arrangements.
  • Rapid Emas concession card: issued by Rapid KL for RM15 once-off, entitles holders aged 60+ to a 50% discount on cash fares across LRT, MRT, Monorail, BRT and Rapid Bus services. This is a fare discount, not free travel.
  • Bantuan Orang Tua (BOT), Sabah only: administered separately by Jabatan Pembangunan Keluarga, Wanita dan Masyarakat Sabah at RM350 per month for qualifying Sabah-resident seniors. BOT and BWE are mutually exclusive; applicants choose one.
  • PAWE / eWARGA EMAS (EWE) community centres: non-cash benefit providing daytime activities, health screening and meals at JKM-registered community centres for seniors. Free for BWE recipients.

Frequently asked questions

What is the current BWE monthly rate in 2026?

RM600 per month. The rate was raised from RM500 (2024) and from RM350 (original rate). Any guide that still states RM350 or RM500 is out of date.

Is there an upper age limit for BWE?

No. Once approved, BWE continues for the lifetime of the recipient subject to annual review of household income and continued residency in Malaysia.

Can a senior apply for BWE while still receiving STR?

Yes. BWE and STR Warga Emas are administered by different agencies (JKM and LHDN respectively) and do not exclude each other. A senior single living alone may receive both BWE (RM600/month) and STR Warga Emas (RM600/year cash + RM600/year SARA).

What happens if my income changes during the year?

BWE recipients must report material income changes to JKM through eBantuanJKM or the PKMD where they applied. Failure to disclose may result in clawback of payments and disqualification from future applications.

Can family members apply on behalf of an elderly parent?

Yes, with the applicant's consent. Bring the elderly parent's MyKad, the applying family member's MyKad, and a signed declaration from the parent. JKM may still require a home visit to verify the parent's circumstances directly.

Does living with adult children make me ineligible?

Not automatically. Eligibility depends on whether household income (including the adult child's salary) divided by household size falls below the current PGK Miskin. Many multi-generation households with low-wage adult children still qualify.
